Municipales et législatives dans le Nord Cameroun: Les premières leçons d’un double scrutin très disputé

Les dernières consultations électorales ont connu des fortunes diverses au sein des formations politiques en lices dans le Nord-Cameroun. Nord-Sud infos, tire les premières leçons d’une élection âprement disputée.

Le double scrutin du 9 février 2020 est désormais derrière nous.  Elle a été au centre des préoccupations des hommes politiques et des citoyens engagés à changer les hommes et les femmes qui doivent gérer leurs villages et leurs cités au cours des 5 prochaines années. La région du Nord n’a donc pas échappé à cette règle. Le mot d’ordre lancé par certains partis n’a pas eu d’effet  ici. Pour mieux nous faire comprendre, il n’a pas été suivi par les formations politiques au regard de l’engouement que ces consultations électorales ont suscité. L’activisme, les choix politiques de certains ont été récompensés. Tout comme ces choix ont fait mordre la poussière à d’autres.

La Bénoué de par son statut de département abritant la capitale régionale du Nord Garoua, a été le centre de toutes les attentions, de tous les regards. Comment vont-ils faire ? Comment vont-ils se comporter en cas d’échec ?  Et s’il y a échec, quelles sanctions seront-elles prises à l’encontre des élites qui ont échoué ? Autant de d’interrogations qui ont hanté sans doute les esprits durant la campagne électorale aux verdicts a priori incertains pour tous.

Commençons par les victoires et les défaites. Le parti au pouvoir après les élections controversées de 1992, a gagné petit à petit du terrain au point de rafler la quasi-totalité des communes du département de la Bénoué excepté Garoua 2 et Bascheo, qui sont restés des bastions de l’Undp pour des raisons exclusivistes. La première commune Garoua 2, abrite le quartier natal du tout premier président camerounais Ahmadou AHIDJO (Nassarao). La seconde, est la ville natale de l’actuel président de l’Undp Bello Bouba Maigari. Garoua 2e vient de passer enfin aux mains du Rdpc si on en croit les tendances en circulation depuis l’arrêt des opérations électorales. Bascheo tient encore les rênes mais pour combien de temps ? Le parti du président Biya va partager des sièges sa majorité relative à Garoua I, II et III, à Touroua, et à Bibemi et Pitoa. Il va gérer seul à Barndake, Gaschiga, Dembo. La situation de Ngong, n’est pas éclaircie. On subodore des cas de fraude de ce côté.

La percée du Fsnc dont le leader est un rodé de la chose politique dans la Bénoué-Est, montre à l’évidence que la persévérance et les stratégies politiques peuvent encore payées au Cameroun. Cette percée tient sur des erreurs de casting du Rdpc notamment celles liées aux choix des hommes et des femmes lors des investitures. La défaite enregistrée par le Rdpc à Lagdo selon de nombreux observateurs de la scène politique dans le Nord en général et dans la Bénoué en particulier, résulte d’une erreur du choix des futurs conseillers. Certaines sensibilités socioculturelles ayant été négligées par le parti au pouvoir, ont été prises en compte par le parti d’Issa Tchiroma Bakary. A en croire ces observateurs, il s’agit d’un choix d’hommes et non celui du bilan du maire sortant largement au-dessus des attentes, à en croire ces observateurs. Pitoa peut également rentrer dans le même sillage. En effet, apprend-on, des personnalités d’importance ayant occupé des grands postes au sein de l’administration ont été mises de cotées pour privilégier une ethnie fut-elle autochtone. Malheureusement celle-ci n’est pas majoritaire. Le Rdpc va subir le diktat du Fsnc.

Dans le Mayo-Louti, l’éviction d’Arouna Nyako lors des investitures a profité à l’Undp qui partageait les deux postes de député avec le Rdpc. A Figuil, le Rdpc demeure le maître du jeu. Dans le Mayo-Oulo, les électeurs ont boudé l’Undp de Maigari Bello Bouga pour choisir le Fsnc d’Issa Tchiroma Bakary qui a aurait beaucoup fait dans cet arrondissement cher à l’ancien président AHIDJO. Le Pcrn de Cabral Libii s’en sort à Figuil avec moins de 3% de suffrages. Ce qui n’est pas mal pour un jeune parti qui était-là à sa première expérience dans cette partie du pays.

Dans le Mayo-Rey, il n’y a plus de retour possible pour les populations de Touboro. Elles viennent de plébisciter les listes de l’Undp à plus de 60%. Ce sera dont une commune entièrement aux couloirs de l’Undp. Commune que dirige depuis quelques années seulement, le très dynamique et jeune maire Célestin Yandal. Madingring, Tcholliré et surtout Rey-Bouba encore sous la domination du lamidat de Rey, porteront encore les couleurs du Rdpc. Dans le Faro, l’éveil des consciences n’est pas encore au rendez-vous. L’opposition est quasi absente dans les actions d’éclat. Par conséquent, le Rdpc règne encore en maître et ne partage rien. Si les résultats officiels restent encore attendus, ils ne changeront pas grand-chose sur  ces tendances sorties des urnes au soir du 9 février 2020.
