Mairie de Garoua. Les comptes administratifs et de gestion de l’exercice 2019 adoptés

Les grands conseillers de la mairie de Garoua ont adopté ce 5 juin 2020 le compte administratif du délégué du gouvernement et celui de gestion du receveur de la communauté urbaine pour le compte de l’exercice budgétaire 2019.

C’est la salle des actes de la Mairie de Garoua qui a abrité les travaux de la deuxième session ordinaire du conseil de la communauté urbaine pour le compte administratif et de gestion de l’exercice 2019. Après les vérifications d’usage notamment celles relatives au quorum (ici, largement atteint) et l’ordre du jour, le maire de la ville Dr OUSMAILLA MOHAMADOU, a souhaité la bienvenue dans un mot introductif de circonstance, à tous ceux qui ont répondu présents auxdits travaux. Un conseil auquel a pris part le préfet du département de la Bénoué en tant que tutelle administrative.

Il ressort de cet examen du budget que les recettes de fonctionnement recouvrées pendant cette période s’élèvent à la somme de 2 00 220 492 FCFA pour une prévision de 2 324 938 000 auxquelles s‘ajoutent les crédits transférés et des subventions octroyées par l’Etat à hauteur de 160 991 851 FCFA pour un total de 2.183 041 096 soit un taux d’exécution de 73%. Pour ce qui des recettes d’investissement, les réserves affectées s’élèvent à 97 513 957 FCFA soit un total associé, recettes de fonctionnement et d’investissement qui s’élèvent à la somme de 2.280 555 055 pour une prévision de 3. 052 143 808 pour un taux d’exécution de 74 %.

Quelques contre performances notoires ont cependant été relevées par les participants notamment un faible taux de l’exécution globale des recettes des taxes communales soit 42% en comparaison avec celles de l’exercice 2018 ; le faible taux d’exécution de certaines recettes liées aux produits de l’exploitation du domaine ; le défaut de constatation de « restes à recouvrer recouvrables » sur l’ensemble des « recettes non recouvrées » au niveau du compte administratif ; l’absence totale de recouvrement sur les produits des amendes et produits de consommation etc.

Dans le chapitre des délibérations, 11 au total étaient en examen dont celles relatives à l’autorisation spéciale en recettes et en dépenses du budget de l’exercice 2020 de la somme de 130 000 000 FCFA, représentant les crédits transférés  par l’Etat ou encore celle modifiant et complétant le plan de campagne  de la communauté urbaine de Garoua pour l’exercice budgétaire 2020 entre autre.

Après l’adoption des deux comptes par les grands conseillers, le préfet du département de la Bénoué OUMAROU HAMAN WABI en bon pédagogue a relevé pour le dénoncer, ce qu’il a qualifié de laisser-aller ou manquements des autorités municipales notamment pour ce qui est des constructions anarchiques, le désordre urbain ou le relèvement des recettes fiscales

Certains problèmes ont déjà trouvé des réponses à en croire Dr OUSMAILLA MOHAMADOU, qui a promis les poursuivre sans relâche dans le sens de modernisation de la ville de Garoua à la veille d’une échéance telle la Can Total 2021. Le maire a outre annoncé le démarrage imminent de nombreux chantiers routiers dans la ville notamment les bitumages des axes hôpital de la caisse en passant par le Ribadu jusqu’à la délégation régionale des Sports et de l’Education physique ; l’axe carrefour Brasserie-Beac, la construction de la clôture du parc boisé de Garoua situé en face de l’Hôtel Bénoué et qui fera sans nul doute, la fierté des populations et bien d’autres projets d’envergure.

L’occasion faisant le larron, le préfet du département de la Bénoué a arboré les écharpes aux nouveaux maires élus. Une cérémonie qui avait pourtant été programmée mais n’a pas pu se tenir en raison du confinement imposé par la pandémie du Coronavirus qui secoue actuellement le monde depuis bientôt trois mois.
