CTD. Le Maire de Lagdo Luc KAGA, destitué par les conseillers

Le corps délibérant dans son écrasante majorité a destitué le principal Maire au cours d’un conseil municipal extraordinaire tenu ce vendredi 4 mars 2022, à la salle des actes de la commune et présidé par le préfet du département de la Bénoué Oumarou Haman WABI.

29 voix pour la destitution contre 2 seulement en faveur du maintien de Luc KAGA au poste de maire. C’est le résultat du vote organisé à l’occasion du conseil municipal extraordinaire demandé par la majorité des conseillers municipaux de la commune de Lagdo.

L’autorité préfectorale s’est appuyée sur les dispositions légales applicables à une session extraordinaire du conseil suivant la loi N° 2019/024 du 24 décembre 2019 portant Code général des collectivités territoriales décentralisées. A la fin du processus du vote, une délibération de destitution a été établie et signée par tous les conseillers votants. Délibération qui a été envoyée au ministre de la Décentralisation et du Développement local pour application de la loi par la sortie d’un arrêté de destitution.

Depuis bientôt deux ans, le fonctionnement de la commune de Lagdo était plombé à cause de la mésentente entre le Maire, ses adjoints et les conseillers. Ces derniers reprochaient au Maire destitué, plusieurs griefs parmi lesquels : le non versement en totalité d’une somme de 11 millions de FCFA versée par Eneo à la Commune ; la distraction des sommes perçues lors d’une vente aux enchères de dix têtes bœufs ; la distraction des recettes propres de la commune ; le refus de rendre compte de l’avancement des chantiers de la commune ; le faible taux d’exécution du budget ; le rythme accéléré de l’enrichissement du Maire qui après un an seulement d’exercice, a pu construire 6 villas et s’acheter deux véhicules personnels.

Après la lecture des griefs reprochés au Maire, le préfet de la Bénoué et le corps délibérant suivant les dispositions de la loi, ont entendu le Maire Luc KAGA. Ce dernier a rejeté point par point, les accusations portées contre lui. Le Maire destitué apprendra par exemple à l’assistance qu’il a été accompagné par certaines de ses actions par le Secrétaire général Aboubakary Alhadji BAKARY et l’ancien sous-préfet de l’arrondissement SAIDOU BOUBA.

Au sujet de son enrichissement accéléré, Luc KAGA s’est appuyé sur les indemnités du maire pour se justifier. Il s’agit par exemple du carburant annuel du Maire de Lagdo qui se situe autour de 40 millions de FCFA l’an ainsi que sur les indemnités dont le montant atteint 6 millions de francs CFA l’an. « Avec ces sommes, le maire peut construire une villas ou s’acheter un véhicule », a répondu KAGA Luc. Des explications qui n’ont pas convaincu le corps délibérant lequel, est passé au vote sanction à la demande du préfet.

Tous les regards sont à présent tournés vers le Ministre de la Décentralisation et du Développement Local qui doit prendre un arrêté confirmant la délibération de destitution du maire par les conseillers municipaux. Cet arrêté de révocation et de suspension donne à un adjoint dans l’ordre de l’élection, la plénitude des fonctions. Après 60 jours (article 235 (1)), le préfet reviendra procéder à l’élection d’un nouveau Maire de Lagdo.

La destitution du maire KAGA Luc a suscité une liesse populations dans les rues de Lagdo. Pour certains, le départ de ce maire est une sorte de libération pour la commune qui a passé deux années d’hibernation.
