Lagdo, l’arrêté du Minddevel met définitivement fin aux fonctions de Maire de KAGA Luc

L’arrêté du ministre de la Décentralisation et du Développement local Georges ELANGA OBAM, confirmant sa destitution a été publiquement lu ce mardi 22 mars 2022 à la salle des actes de la Commune de Lagdo par le 1er adjoint préfectoral dépêché par le préfet du département de la Bénoué Oumarou HAMAN WABI.

On parlera désormais de KAGA Luc comme ancien maire de la Commune de Lagdo. Un arrondissement du département de la Bénoué, région du Nord Cameroun. Un rappel de l’ancien maire qui ne sera pas du tout envieux au regard des griefs qui lui sont reprochés. Déposé par un vote sanction des conseillers municipaux le 4 mars 2022 soit 29 voix pour sa destitution contre 2 pour son maintien, KAGA Luc pouvait encore garder la voiture de fonction du maire, signer certains documents en attendant l’arrêté du Minddevel.

Il est définitivement « hors service » à la suite de la sortie de l’arrêté de Georges ELANGA OBAM. Et suivant les dispositions de l’article 234 (1) portant Code général des Collectivités territoriales décentralisées, il est remplacé par un adjoint dans l’ordre de l’élection.  Et dans le cas de la Commune de Lagdo, monsieur Harouna DAMATAL, assure depuis ce 22 mars les fonctions de maire de la Commune de Lagdo.  Il exerce la plénitude des fonctions jusqu’à l’élection du nouveau maire suivant les dispositions de l’article 235(1) dans un délai de 60 jours et, à compter de la date de la révocation ou de suspension.

En rappel, depuis bientôt deux ans, le fonctionnement de la commune de Lagdo était plombé à cause de la mésentente entre le Maire, ses adjoints et les conseillers municipaux. Ces derniers reprochaient au Maire KAGA Luc plusieurs griefs parmi lesquels : le non versement en totalité d’une somme de 11 millions de FCFA versée par Eneo à la Commune ; la distraction des sommes perçues lors d’une vente aux enchères de dix têtes bœufs ; la distraction des recettes propres de la commune ; le refus de rendre compte de l’avancement des chantiers de la commune ; le faible taux d’exécution du budget ; le rythme accéléré de l’enrichissement du Maire qui après un an seulement d’exercice, a pu construire 6 villas et s’acheter deux véhicules personnels. Ainsi s’achève l’aventure d’un homme qui avait pourtant suscité de nombreux espoirs lors de son élection en 2020.
