C’est le point culminant d’un atelier de sensibilisation organisé ce jeudi 2 mars 2023 à Garoua par le ministère de l’Habitat et du Développement urbain, à l’intention des magistrats municipaux et relative à la Déclaration de Bertoua sur les textes régissant l’urbanisme au Cameroun.

Malgré la campagne des élections sénatoriales en cours, Mme la ministre de l’Habitat et du Développement urbain Célestine KETCHA COURTES, a tenu en personne à faire le déplacement de Garoua pour discuter avec les magistrats municipaux de la région du Nord, gestionnaires des communes et communautés urbaines sur les possibilités de faire de nos villes des lieux où il fait bon vivre.
En effet, dans le cadre de la Journée Mondiale de l’Habitat célébrée du 27 au 3 octobre 2022 à Bertoua, capitale de la région de l’Est-Cameroun, sousle thème « Attention à l’écart. Ne laisser personne ni aucun endroit de côté », des débats nourris sur les enjeux de développement des villes camerounaises avaient permis aux participants de ces assises de s’accorder sur un certain nombre d’engagement qu’il convient aujourd’hui d’appeler « la Déclaration de Bertoua ».
Des débats étaient orientés sur les questions de gouvernance, de financement, d’amélioration des quartiers précaires, de gestion des déchets et d’assainissement urbain, de planification et de contrôle de l’occupation des sols. Assises qui avaient permis à Mme le ministre de se rendre compte que malgré leur existence il y a bientôt deux décennies, les textes régissant l’urbanisme au Cameroun étaient peu connus par les magistrats municipaux. D’où le désordre urbain observé ici et là dans la plupart des villes camerounaises.
Face à cette triste réalité qui plombe malheureusement les Objectifs de Développement Durable (ODD) auxquels le Cameroun a été parmi les premiers à s’y engager, de nombreux défis interpellent malheureusement les villes camerounaises. On peut citer pêle-mêle le développement des quartiers d’habitats précaire, l’insalubrité, l’absence de stratégie d’assainissement liquide et solide, l’offre insuffisante en infrastructures urbaines nécessaire à la compétitivité des villes, la maîtrise et l’application approximative des règles de gestion urbaine par les principaux acteurs urbains.
Des sujets et bien d’autres qui ont été abordés par Mme le ministre, les experts et les participants à cet atelier de plus 4 heures d’horloge ténu dans la salle des actes de la communauté urbaine de Garoua. Les magistrats municipaux du Nord ont posé des questions pour en savoir davantage au regard de la complexité de la gestion de l’habitat précaire, l’assainissement liquide et solide.
On a noté lors de cet atelier de sensibilisation, la présence très remarquée du Directeur général de la Société Immobilière du Cameroun (Sic) Dr Ahmadou SARDAOUNA, qui a fait savoir aux participants que la Sic était disposée à agir mais dans le cadre des textes et lois en vigueur. Il a d’ailleurs donné aux participants les éléments à fournir pour bénéficier d’un appui (technique, financier) de la société dont il a la lourde responsabilité en tant DG. Satisfaite de l’animation, la caravane de Célestine KETCHA COURTES a pris le chemin de Maroua pour rencontrer les maires de la région de l’Extrême-Nord du Cameroun.
